Teetering on the Edge: Are local public safety pension funds the next pension crisis?

Dramatic increases in the unfunded liabilities of local police and firefighter pension funds threaten to greatly increase the tax burden on local property owners. Learn what the pension issues are and how funding deficits can impact their future health at the February 21, LCML membership meeting.

Larry Bury, policy analyst for the Northwest Municipal Conference, will discuss the state of municipal pensions and the impact new legislation has on those plans. If your municipality has a pension plan, you need to attend this meeting. Mayors, managers, trustees and staff are encouraged to attend.

Com Ed rate options
 
As part of the Illinois Rate Relief & Competitive Market Settlement Legislation passed last year, municipalities who use 400 kW or greater will have their electric rates charged at a competitive rate as opposed to an hourly-priced service.
 
Municipalities that fall in the 100 kW to 400 kW range are encouraged to review their options and determine if a switch to a Retail Electric Supplier could lower their rates. These customers may remain at the hourly-priced rate until May 2010.
 
On  February 29 Com Ed will host an Open House with the various 3rd party electric suppliers in Oak Brook which will be geared to 400 kW users. Future Open Houses for the 100 kW to 400 kW are planned.

Call for Project Applications
 
A call for projects relating to Job Access and Reverse Commute (JARC) and New Freedom programs is being made through the RTA. Funds from the SAFETEA-LU federal surface transportation programs will be used.
 
An Open House on JARC and New Freedom programs will be held on Wednesday, January 30, from 10:00 am to 2:00 pm at the RTA Offices, 175 W. Jackson, Blvd., Chicago.
 
For information on the JARC and New Freedom programs or to download an application, please visit jarcnf.rtachicago.com. Applications are due to the RTA no later than 4:00 pm, CST on March 20.
LCML Legislative Breakfast, February 16
 

The 2008 Lake County Municipal League Legislative Breakfast has been scheduled for Saturday, February 16, from 9:00-10:30 am. The Breakfast will be held at the Round Lake Beach Cultural & Civic Center, 2007 Municipal Way (near Hook Drive and Route 83).  

 

Please save the date and plan to attend. This is an opportunity for LCML members to discuss issues with their legislators.

RTA Transit bill passes . . sort of
 
The much anticipated RTA funding bill passed both houses and was sent to the Governor. He approved the funding package, but promptly added a provision to give seniors free rides. The amendatory veto will require House and Senate reapproval and a vote is anticipated sometime this week.
 
Part of the bill includes a quarter-cent-per-dollar sales tax hike in Cook County and a half-cent in the five collar counties. Additional money would come from an increase in the real estate transfer tax in Chicago.
Greenest Region Resolution
 
Communities hoping to receive free CFL bulbs under the Greenest Region Compact must adopt the resolution by February 15. Only communities that have adopted the Compact will receive the free bulbs. Between February 15 and April 11, when the bulbs arrive, municipalites will learn how many bulbs they will be entitled to.
 
About 500,000 bulbs are expected as part of this program. For more information on the Greenest Region Compact or the model resolution go to Lake County Municipal League.
Environmental Impact Statement requested on CN and EJ&E purchase
 
Because the possible purchase of the EJ&E railroad by Canadian National Railway will have an impact on Lake County residents, the Surface Transportation Board has been holding community meetings.
 
CMAP, Chicago Metropolitan Agency for Planning, has asked STB to require a full Environmental Impact Statement before granting approval of the purchase. If you have any comments or concerns about the possible acquisition and the impact it will have on your community, .
