At the recent Lake County Transportation Alliance Forum, Keynote Rep. Julie Hamos and Rep. Sidney Mathias discussed their thoughts on approving a capital bill Rep. Julie Hamos identified four ingredients to a successful capital program:
- Have a plan for use of the capital. Regarding this point, she congratulated Lake County's leadership in developing a consensus agenda for its transportation needs.
- Identify the resources to achieve the needs identified in the plan.
- Ensure accountability - know that the funds will be carefully earmarked to be used only for the needs identified. "Right now, there is an atmosphere of distrust and acrimony among legislative leaders," Hamos said. "Many are afraid of giving any money to the Governor."
- Establish leadership consensus. "Often it's the rank and file group that does much of the work, but getting a consensus of the leaders is necessary. This also is difficult in the present circumstances," Hamos said.
Representative Rep. Sidney Mathias' recipe centered on creating a sense of urgency. From his perspective, to achieve an approved capital plan there must be:
- a crisis
- public outcry
legislators to do the groundwork and present to the leadership.
"A crisis is now brewing," Mathias said. "In fact, it may have started last week with the CTA (referring to the April 15 mechanical problems that caused Blue Line train to be stuck in a tunnel near Clark and Lake for four hours)."
Illinois Works Coalition Clayton Harris agreed that we need public outcry to create the momentum needed to get approval of the capital plan, but he said that "we hope to avoid a crisis." |
