2016 Olympics planning continues 
Join us on June 21
 
olympic rings Make your reservation for the next Lake County Municipal League meeting now. Hear plans for the 2016 Olympics in Chicago from a member of the Chicago Olympic Committee.
 
The meeting will be held on Thursday, June 21, at the Round Lake Beach Cultural & Civic Center, 2007 Civic Center Way, at 6:00 pm. Program begins at 7:00 pm. Cost is $20 per person and is payable at the door.
 
Make your reservation by calling LCML at (847) 270-3126 or by June 18. Cancellations must be made by June 18 or you will be billed.
Health Insurance Cooperative
 
The McHenry Council of Government has been gathering cost and benefit information for a self-funded health insurance cooperative. So far 12 municipalities representing over 1,400 employees have responded to a survey.
 
The Horton Group is using demographic and health plan information provided by these municipalities to develop a cost estimate and benefit plan proposal for the cooperative.

Join LCML's Legislative Committee
 
LCML is looking for volunteers to serve on the Legislative Committee. The committee usually meets monthly on the first Friday of the month at 8:00 am. In June the meeting will be held on June 8, at My Favorite Place restaurant in Round Lake Beach. Over the summer committee members will be meeting with the Lake County delegation to plan for the 2008 LCML Legislative Initiatives. 
 
If you are interested in serving on the committee, contact or Committee Chair . Mayors, managers, trustees and staff members are welcome to join the committee.

HB 1500 Update
 

All parties to the discussions HB 1500 were told that the buildout provision would be determined by the Speaker, Representative Brosnahan and the Attorney General. We have been informed that they are currently discussing buildout with AT&T, but have yet to come to an agreement. The final bill will not be called until an agreement is reached.

 

Here's a brief summary of how it protects your interests:

  • Preserves municipal control of the rights-of-ways
  • Ensures that the fees collected from a new video or cable service provider will be equal to what local governments receive from incumbent providers
  • Ensures that municipalities receive notice of all ICC filings and rulings
  • Protects PEG programming
  • Ensures that new providers abide by your current emergency alert requirements
  • Allows you to continue to charge permit fees and require inspections
  • Includes bond, insurance and indemnification provisions
  • Provides free service drops to all local government, school and library buildings
  • Establishes customer service and privacy protection standards that are jointly enforced by the IL Attorney General and local governments.

Although the bill is posted for hearing tomorrow morning in the House Telecommunications Committee, we have been told that it will not be called for a vote until the buildout provision is finalized.

Associate Members Bylaws amendment
 

The Board of Directors has recommended adding an Associate Member category to the Lake County Municipal League. Associate memberships would be open to vendors, suppliers, attorneys, architects and other organizations doing business with municipalities.

 

The Associate Member Bylaws amendment was presented at the April 19, 2007 membership meeting and will be voted on at the June 21 meeting. 

  

The amendment to the Bylaws would appear in Article III Membership, Section 3.5 and would read as follow:

 

An associate membership category permits vendors or suppliers doing business with Lake County municipalities to join the Lake County Municipal League. Dues will be set by the Board. Associate Members will not have the ability to serve on the Board of Directors nor have a vote, but may serve on committees and participate in LCML activities.

 
A two-thirds majority is necessary to pass this amendment. Please try to attend the June 21, LCML Membership Meeting.
