Let the games begin! Well not exactly, but a member of the Chicago 2016 Olympic Committee will be at the next LCML meeting to discuss the plans. Make your reservation for the Lake County Municipal League meeting now.
The meeting will be held on Thursday, June 21, at the Round Lake Beach Cultural & Civic Center, 2007 Civic Center Way, at 6:00 pm. Program begins at 7:00 pm. Cost is $20 per person and is payable at the door.
The Associate Member Bylaws amendment will be voted on at this meeting as well. We need a two-thirds majority to approve the amendment, so please try to attend.

| Guide for Newly-Elected Officials
Municipalities come in all sizes, but the issues facing them are similar. As a newly-elected official, it may be overwhelming to keep track of the laws and procedures that govern municipalities.
That's where the 2007 Guide for Newly-Elected Officials comes in to play. The Guide includes a review of the Open Meetings Act, a discussion on taxing and spending, and guidelines on understanding and avoiding conflicts of interest.

Two workshops dealing with Guidance for Developing Watershed Action Plans in Illinois will be held on June 28 and July 12. The workshops will be hosted by the Chicago Metropolitan Agency for Planning (CMAP).
The June 28 workshop will be held from 9:00 am - 4:00 pm, at the CMAP headquarters, 233 S. Wacker Dr., Suite 800 in Chicago.
The June 12 workshop will be held from 9:00 am - 4:00 pm in Springfield.

HB 1500 amended to SB 678
Combined efforts on the part of the Attorney General, the Metropolitan Mayors Caucus, the Illinois Municipal League and municipal officials throughout the state brought about the new telecommunications bills. HB 1500 evolved into SB 678 and passed both houses. Listed below are some of the key amendments.

Section 5/21-301, allows opt-in for incumbent cable providers, but demands that they not diminish their obligation to serve everyone.

Sections 5/21-401 and 5/21-1001 requires that AT&T comply with all municipal construction and technical standards, repair damage to the public right-of-way, pay the cost of removal of its facilities, and provide bond, indemnification to municipalities.

Section 5/21-501 enhances customer service standards for all Illinois video consumers.

Section 5/21-1301 has the most comprehensive penalty provisions in the country.

Section 5/21 -501 protects privacy, and empowers municipalities to take whatever means they deem necessary to protect the right of way.

Section 5/21-1101 includes a most favored nation provision. This provision provides that should AT&T cover more than 50% in any other state, it must provide that coverage within the state of Illinois as well.

Section 5/21-1101 SB 678 provides 15,000,000 towards a digital divide fund for Illinois residents.

Section 5/21-501 provides for a comprehensive annual reporting requirement to monitor the extent and effect of AT&T's build-out.

Section 5/21-401 allows municipalities to bar sham transfers of franchise ownership.
Finally, all throughout the bill there are measures, provisions, and protections against incumbent providers demanding abatements, rebates, renegotiations, and legal actions.

Transit funding calls for tax increase
Senate Bill 572, House Amendments 1 and 2 combines reforms to the RTA' s authority with a funding plan for the CTA, Metra and Pace.
The plan calls for an increase in RTA sales tax by one-quarter percent throughout the region which will bring in approximately $280 million. Also included is a new real estate transfer tax in the City of Chicago which will bring in $42 million.
The increased funding will be split 60-30-10 among CTA, Metra and Pace. An additional one-quarter percent increase in sales tax in the collar counties would go for transit and road needs in the counties where the money was raised and would be directly managed by the County Boards.

The Northeastern Illinois Planning Commission issues a monthly Project Notification to apprise state legislators, local governmental officials and other interested parties of applications for federal and state grants that may have an impact on their communities.
