Greetings!
The LCMLetter is published twice a month and its goal is to keep Lake County Municipal League members informed on municipal issues. As issues relevant to municipal officials arise, the LCMLetter will provide you with a synopsis of the issues and give you a link for further details.
RTA Call for Projects
 
 
The RTA has introduced its Planning, Operating and Capital Funding Programs Call for Projects. There are four categories:
  1. Community Planning - provides funding for local planning projects that focus on transit-oriented development, local transit improvements and coordinated paratransit systems. It is open to units of local government only. Go to www.rtachicago.com/cp for more information.
  2. Subregional Planning - provides funding for regional planning including corridor studies, countywide transit improvements and regional transit initiatives. It is open to units of local govern-ment and RTA Service Boards. Go to www.rtachicago.com/srp for more information.
  3. Job Access Reverse Commuter/ New Freedom - targets operating and capital projects that enhance mobility for older adults, individuals with low income and persons with disabilities and addresses reverse commute issues. Go to www.rtachicago.com/jarcnf for more information.
  4. Innovation, Coordination and Enhancement - targets operating and capital projects that enhance coordination and integration of public transportation to improve the quality and delivery of public transportation. Streamlined Sales Tax Update
 
Connie Beard, Tax Institute Executive Director, recently met in Chicago with national members of the Streamlined Sales Tax Project (SSTP) Governing Board at a meeting sponsored by Illinois Senators Pam Althoff and John Cullerton.  
 
The meeting was held to identify the issues that need to be resolved in order to bring Illinois into compliance with the national SSTP and to work with the Illinois business community to encourage support for the project in Illinois.  
 
The Governing Board will conduct an audit of Illinois' compliance with SSTP under current law and also under Senate Bill 1429, which is the current legislative proposal for SSTP in Illinois. Senator Cullerton, sponsor of SB 1429, would like to address any outstanding compliance issues before spring session of 2009, when he intends to sponsor the legislation. 
 
The Illinois Chamber continues to have serious concerns with adoption of SSTP in Illinois, particularly absent federal legislation mandating state participation. 
Model Gas Franchise
 
If your community is interested in participating in the development of the model natural gas franchise or would like to make use of the model when completed, please contact DuPage Mayors and Managers Conference Legislative Director (630) 571-0480, x225.
 
The working group has developed a specific list of issues and concerns that would be the basis of negotiations with all natural gas companies to develop a model franchise agreement.
LCML Membership Meeting August 21
 
Save the date for the next LCML Membership Meeting at the Vernon Hills Golf Course, 291 Evergreen.

  • Will Northeastern Illinois Have Enough Water?
  • The economic impact of tourism on Lake County.
Featured speakers include Tim Loftus, Project Manager CMAP, Ed Gladfelter and Tom Hyde discussingcurrent planning for future water demand, its impact on supplies from Lake Michigan, shallow and deep aquifers and other sources, and potential conflicts and policy implications, and Maureen Riedy, President, Lake County, Illinois Convention and Visitors Bureau. discussing the benefits of tourism in the Lake County.

Full Circle open house
CMAP invites you to attend an Open House for the Full Circle Project in Sears Tower on Wednesday, July 9, from 12:30 to 4:30 pm. Full Circle is a community mapping and planning project that develops wireless web tools to help communities identify how land parcels are being used, and how they could be used more effectively through a coordinated local planning strategy. The event will feature the following:
  • Dr. Richard Klosterman, President and CEO of What if?, Inc., an interactive GIS-based system for community analysis and land use planning.
  • Craig Howard, Director of Community and Economic Development at the MacArthur Foundation.
  • A presentation of CMAP's technical assistance tools for community and economic development, including the new Full Circle's Best Practice Guide to Community Mapping.

2040 Indicators Workshop
 
A GO TO 2040 Indicators Work-shop will be held in the Grayslake Village Hall, 10 S. Seymour St., on Thursday, August 7, from 2:00 to 3:30 pm. Local officials, planners, and other stakeholders will be given the chance for input into CMAP's Regional Indicators Project, which is seeking to predict and measure economic, environmental, social, and cultural variables that affect quality of life in metropolitan Chicago.

Lake County Partners website
 
The Lake County Partners website has been redesigned. It includes the Investors' Directory on the home page and a section called "Featured Investors". It will feature investors on a monthly or bi-monthly basis to ensure that everyone has a chance to be featured. Go to www.lakecountypartners.com.
