To privatize or not to privatize . . . that is the question
 
 
Join the Lake County Municipal League on August 16, for the answer to that question.
 
Guest speakers will be Mike Ellis, Grayslake Village Manager, and Matt Formica, Assistant Manager. They will discuss Adding more staff without adding more people, a presentation on the use of privatization and the evaluation processes.
 
The meeting will be held at the Vernon Hills Golf Course, 291 Evergreen (at Route 45).

LCML Golf Outing September 20
 

There's still time to reserve a space at the Lake County Municipal League golf outing. The outing will be held on September 20 at White Deer Run in Vernon Hills.

The cost for the full package is $125 per person. This includes greens fees, golf cart, lunch and dinner. Golfers must register and pay before September 12.

RWSPG meeting July 24
 
The Regional Water Supply Planning Group will hold its next meeting on Tuesday, July 24. Dr. Derek Winstanley, Chief of the Illinois State Water Survey, will present Water Resources 101.
 
Also on the program is a presentation on the planning process by Wastewater and Nonmunicipal Water Suppliers interest group and a field trip hosted by DeKalb County.
 
The meeting is open to the public and runs from 10:00 am to 1:00 pm. It will be held in the DeKalb Legislative Center, 200 N. Main St., Sycamore.

Design Review event
 
The Village of Glenview and the Chaddick Institute at DePaul University are hosting a session on "Recent Developments in Design Review for Commissioners and Staff," from 9:00 to 11:15 am on Thursday, July 19.  
 
The event is for communities grappling with "design review," including architecture and signage. Speakers include Julie Tappendorf & Victor Filippini (Holland & Knight law firm), Mahender Vasandani (Congress for New Urbanism - Illinois Chapter), and moderator John Hedrick (Scenic Illinois). 
 
The meeting will be held in the Community Room of the new Village of Glenview Police Station, 2500 E. Lake Avenue, Glenview.  Admission is free, but reservations are necessary. or call (847) 904-4305

Clean Air Counts 
 
Municipalities across the state
are participating in Clean Air Counts initiatives. If your community is not participating, there are many opportunities to get involved.
 
Some of the strategies include planting native landscapes, retrofitting heavy diesel equipment, replacing old gas cans, buying back high polluting lawn care products, using low VOC paints or cleaning supplies and much more. In some cases, grant money is available for these initiatives.
 
Congratulations to the Village of Grayslake and the Village of Round Lake for attaining Bronze status in Clean Air Counts.

Governor Signs SB 678 Telecommunications Bill
 
Recently Governor Blagojevich signed SB 678, the telecommunications bill into law. SB 678 (the amended HB 1500) already passed in the Illinois House by a vote of 113-0 followed by a 54-0 vote in the Illinois Senate.

SB 678 resolves public, educational, government (PEG) access TV and many of the local regulatory control issues. Strong consumer protection and enforcement provisions are included in the bill. SB 678 does not resolve all concerns about build-out requirements but is an improvement over the original HB 1500.
