Newly Elected Officials Workshop on October 6
Whether you are newly elected or a seasoned veteran, the Lake County Municipal League's Newly-Elected Officials Workshop offers a wide range of information. It is Free and open to officials from Lake County Municipal League member communities.

Cable & Video Competition Law
The Illinois Municipal League is finalizing several model ordinances dealing with the new Cable & Video Competition Law. They include:
- Rights of Way construction/ control ordinance
- Cable/video service provider fee ordinance
- Cable/video service provider PEG fee ordinance
- Local customer service and privacy protection standards ordinance
The R-O-W model ordinance will be posted on the IML website www.iml.org next week. It will be available in both Word and Adobe formats. In the coming weeks, the other three ordinances will be posted on the IML website in the same formats as the R-O-W ordinance. Copies of the ordinances will be emailed to all LCML members when they become available and will be posted on the LCML website site in October at www.lakecountyleague.org.
Two sessions are planned on the Cable and Video Competition Law at the IML Conference. One is the Attorneys Continuing Education Session on Thursday, October 18, and the other is open to the IML general membership. It will be held on Friday, October 19.
The Mayors Caucus will be hosting workshops on the new law in November. |
Regional Water meeting, Sept. 25
The monthly meeting of the Regional Water Supply Planning Workshop will be held on Tuesday, September 25, from 2:30 - 5:00 pm in CMAP headquarters, 233 S. Wacker Drive, Sears Tower. The meeting is open to the public.
Speakers include Gary Clark, IDNR, Office of Water Resources; Dr. Jack Wittman, Hydro Planning Associates; and Professor A. Dan Tarlock, Chicago Kent College of Law.

Energy Efficiency Buyback program
On January 1, 2008 the electric utilities in the state of Illinois will be required to purchase a percentage of the power they buy from renewable energy sources. Ten percent of renewable energy and energy efficient sources must be purchased from local governments.
What does this mean for municipalities? Those who implement renewable and energy efficiency projects may be able to sell their energy savings back to the utilities.
Energy efficient projects include, but are not limited to:
- LED street light upgrades
- Water/sewer pump systems
- Interior and/or exterior lighting upgrades
- HVAC improvements
- Retrocommissioning of buildings
- Construction green buildings
- Mandating new, more energy-efficient, building codes
Renewable energy projects include, but are not limited to:
- Installation of solar panels on municipal buildings
- Use of wind turbines or solar thermal systems to generate power for water and sewage treatment facilities
- Photovoltaic cells and panels
- Organic waste biomass
To make it easier for municipalities to sell clean energy to utilities, the Metropolitan Mayors Caucus is developing a municipal clean energy product that can be sold to utilities called Clean Tag.

Energy Efficiency questionnaire
DECO is in the process of developing rules for the Illinois Energy Efficiency/ Renewable Energy Portfolio Standard. The Department is asking municipalities to submit data on the following:
- Total electricity used in 2006 (measured in kWh, kW or MW not dollars)
- 2006 electricity used by buildings
- 2006 electricity used by street lights
- 2006 electricity used by traffic lights
- 2006 electricity used by water/wastewater systems
