As of January 1, 2008 the Smoke Free Illinois Act applies to all business. The act prohibits smoking in public places, places of employment and government vehicles and includes restaurants and bars.
The state law prohibits smoking within 15 feet of a door, window or vent, but the Lake County smoke-free ordinance prohibits smoking within 20 feet of an entryway of any workplace or public building.
To explain the specifics of the Lake County law, two forums will be held. A restaurant and bar owner forum will be held on Wednesday, November 14, from 3:30-5:00 pm at Mickey Finn's Brewery in Libertyville. A second forum for business leaders will be held on Friday, November 16, from 8:00-10:00 am at the University Center in Grayslake.

| AT&T Receives State Authorization
The Illinois Commerce Commission officially issued AT&T state authorization to provide video services in Illinois. The new Cable and Video Competition Law requires the ICC to send all affected municipalities notification of this action within three days.
The new law states that an affected unit of local government must notify AT&T of the audit of books and records requirements it imposes on other cable or video service providers within the municipality's jurisdiction upon receiving the ICC's notice of authorization.

LCTA/LCP Transportation Update Meeting, November 28
The Lake County Transportation Alliance and Lake County Partners, in cooperation with Lake County, the TMA-Lake Cook and Lake County Municipal League, will be hosting a Transportation Update Meeting on Wednesday, November 28, from 3:00-5:00 pm, at the University Center of Lake County, 1200 University Center Drive, Grayslake. A cocktail reception will follow the presentation.
Updates will be provided Rep. Julie Hamos, chair of the House Mass Transit committee. Also discussed will be the proposed FY2008 Federal Funding for Transportation and the challenges being faced by the Federal Highway Trust Fund in meeting SAFE-TEA-LU's funding obligations.

Streamlined Sales Tax and Mitigation Plan meeting
Last week a meeting to discuss the Streamlined Sales Tax bill SB 1429 was held. Sponsors of the bill include Sen. John Cullerton and Sen. Pam Althoff. The bill as it stands now would enable the State to collect sales tax on internet and catalog sales by businesses outside of Illinois.
To do this, the definition of sourcing needs to be changed from point-of-sale to destination. This new definition has the potential to create "losers" and "winners" in the local sales tax collection area.
A study to determine the best way to mitigate the imbalance is being planned, but your input is critical. Here's what you can do:
- Review your sales tax generators and revenues to determine what the impact of this bill could mean to your municipality.
- Contact your local legislators to let them know what the impact of SB 1429 would have on your municipality and ask them to work on a mitigation plan that properly addresses the impact of this bill.
A letter outlining a suggested Mitigation Plan will be sent to each municipality this week by the Lake County Municipal League.

Latino Suburban Roundtables summary
The Latino Suburban Roundtable
summary proceedings will be presented at a meeting on Monday, November 19. The meeting will be held at the Federal Reserve Bank of Chicago, 230 S. LaSalle St., Chicago with registration at 8:30 am, program at 9:30 am.
The Roundtables focused on the assets and challenges that Latino populations present to municipalities and developed strategies in the areas of immigration, economic incorporation, housing, education and social services.
