If your municipality is interested in passing a resolution supporting the Greenest Region Compact, you will find the electronic version of the resolution at Lake County Municipal League website.

| TIFs and the Governor
Historically the General Assembly approves a TIF extension if the municipality seeking the extension has attained the support of the taxing bodies affected by the TIF district.
Governor Blagojevich has taken a different approach to TIF extensions and, disregarding community support, has vetoed two TIF extensions and added an amendatory veto to another one.
The veto message required that tax bills set forth certain disclosures concerning TIF districts and that Home Rule powers be pre-empted.
HB 3434 passed the legislature this session. It directs the Illinois Department of Revenue to undertake a study of the feasibility for each county to include on the property tax bills information concerning any tax increment financing project that affects taxpayers.
This year a number of legislators have introduced TIF reform measures to either expand the uses of TIF dollars, reduce the amount of increment that can be captured or change the TIF creation process. LCML will continue to monitor this issue. | |

Making communities safer
IDOT Bureau of Safety Engineering's Highway Safety Improvement Program offers an excellent opportunity for municipalities to secure funding for local road and street improvements that enhance safety. To qualify for these funds, an analysis of the location needs to be performed that includes cost-benefit calculation for the project. The projects need to be submitted by March 1, 2008.

Moving Beyond Congestion hearings
The RTA will be holding Budget Hearings in the six county area during the first two weeks of December. Public input is requested for the 2008 proposed operating and capital program budget. Hearings scheduled for the area include:
- December 10, 6:00-7:30 pm, at Pace Headquarters, 550 Algonquin Rd., Arlington Hts.
- December 12, 6:00-7:30 pm, University Center of Lake County, Grayslake

| Affordable Housing through Regulatory Reform
HUD is holding an informational session entitled "National Call to Action for Affordable Housing through Regulatory Reform" on Tuesday, December 11, from 11:00 am to noon. The meeting will be held at the North Shore-Barrington Association of Realtors office, 450 Skokie Blvd, Northbrook.
The meeting will address a number of regulatory issues including administrative processes, building and housing codes, fees and dedications, fair housing and neighborhood deconcentration, redevelopment/infill and rent controls. Local, state and federal elected officials; municipal staff and legislative aides; and appointed officials are the target audience.
