Federal transit funds in jeopardy
Billions of federal dollars earmarked for mass transit projects in Chicago region have been lying untouched because of the impasse in Springfield. In order to obtain the federal funds, the state has to show a matching funds source.
About $1.5 billion in New Start money for Metra suburban rail projects including the suburb-to-suburb STAR line are at risk. The Federal Transit Administration has frozen these projects for 30 to 45 days, "waiting to see a reliable source of local funding," a spokesman said.
U.S. Representatives Melissa Bean and Mark Kirk have warned that these funds could be re-allocated to other states if a reliable source of local funding isn't found. |

CMAQ call for projects
CMAP is calling for project proposals for the FY 2009 Congestion Mitigation and Air Quality Improvements (CMAQ) program. CMAQ funds are used in northeastern Illinois for projects that reduce congestion and related air pollution.
Examples include transit service improvements, traffic signal interconnects, bicycle/pedestrian projects and diesel engine retrofits. See CMAP for an application form and more information or call (312) 386-8824.

Latest on Streamlined Sales Tax
Last week the Streamlined Sales Tax Compact met and made a very significant change in the sourcing rule. Under a new rule, a provision would permit a state, such as Illinois, to adopt a different sourcing rule for intra-state sales. The new rule would provide that so long as a purchase order was received in Illinois and the product was delivered in Illinois, the local sales tax could continue to be distributed to the municipality where the sale was made.
This is a dramatic change from the previous point-of-sale to destination funding that was proposed earlier. However, at least five other states not currently in the Streamlined Sales Tax Compact must agree to join before this new sourcing rule is triggered. |
